Who We Are

The WMSRDC is a federal and state designated regional planning and development agency serving 127 local governments in Lake, Mason, Muskegon, Newaygo, Oceana, and northern Ottawa Counties.

Our Staff

Office of Executive Director

Sandeep Dey, Executive Director sdey@wmsrdc.org
Sean is responsible for the management and direction of all Commission programs and operations; is the liaison to federal, state, and local governments and the general public; and reports to the governing board.

Mary Seeger, Executive Assistant mseeger@wmsrdc.org
Mary is responsible for assisting the executive director, managing the Federal Project Review System, and providing other services for the administrative and financial management of the Commission.

Synthia Copeland, Administrative Assistant scopeland@wmsrdc.org
Syndi is responsible for providing general assistance and information to the public, administrative support for the technical planning staff and coordinating Commission publications.

Finance and Budget

Susan Stine-Johnson, Finance Manager sstinejohnson@wmsrdc.org
Susan is responsible for the financial management of the Commission operation, preparation and maintenance of the budget, and administration of the benefits program.

Information and Communications/Air Quality Planning

Amy Haack, Program Manager ahaack@wmsrdc.org
Amy is responsible for the Commission's data center, communications tools (newsletter, annual report, and website), regional forums, and management of the air quality planning program.

Homeland Security

Nannette Emmer, Planning Director nemmer@wmsrdc.org
Nan is responsible for the management and administration of the homeland security program, hazard mitigation planning, housing information and referral service, and other special projects of the Commission

Rich Szczepanek, Homeland Security Training Coordinator rszczepanek@wmsrdc.org
Rich is responsible for coordinating the training programs of the Region 6 Homeland Security Governing Board and working with the Training Committee.

Jim is responsible for regional planning and coordination for the Region 6 Homeland Security Governing Board and working with the Planning Committee.

Community Development and Local Government Services

Stephen Carlson, Associate Planner scarlson@wmsrdc.org
Stephen is responsible for the Commission's Geographic Information System (GIS), and for providing technical assistance in community development and local government services.

Economic Development (Economic Development District)

Erin Kuhn, Program Manager ekuhn@wmsrdc.org
Erin is responsible for economic development planning and implementation programs, including the Comprehensive Economic Development (CEDS) Annual Report.

Transportation Planning (Metropolitan Planning Organization)

Brian Mulnix, Senior Planner bmulnix@wmsrdc.org
Brian is responsible for regional and metropolitan transportation planning (including the Transportation Improvement Program and Long Range Transportation Plan), transportation asset management, and special transportation studies.

Joel is responsible for assisting in regional and metropolitan transportation planning (including the Transportation Improvement Program and Long Range Transportation Plan), transportation asset management, and special transportation studies.

Environmental Planning

Kathy is responsible for the Commission’s water quality management planning programs, including the Areawide Water Quality Management Plan, and liaison to the region’s watershed management groups.

"Commission Communications" is the bi-monthly newsletter of the West Michigan Shoreline Regional Development Commission. Federal/State Designations


How to Get to Us

Directions to the West Michigan Shoreline Regional Development Commission:
316 Morris Avenue (Terrace Plaza in Downtown Muskegon)

From the North:
  • Take U.S. 31 South into Muskegon
  • Take the Business 31 Downtown Muskegon exit
  • Stay on Business 31 for approximately 3 miles
  • Turn right onto Terrace Street
  • Stay on Terrace Street for approximately 3/4 mile and turn left into the Terrace Plaza Parking Lot
  • The office is located on the third floor of Terrace Plaza

From the South:
  • Take U.S. 31 North into Muskegon
  • Take the Business 31 Downtown Muskegon exit
  • Stay on Business 31 for approximately 5 miles
  • Turn left onto Terrace Street
  • Stay on Terrace Street for approximately 3/4 mile and turn left into the Terrace Plaza Parking Lot
  • The office is located on the third floor of Terrace Plaza
