Community Preparedness through Regional Collaboration.

The Region 6 Homeland Security Planning Board’s Citizen Preparedness Sub-Committee is primarily responsible for developing and strengthening relationships with identified public and private partners.

This includes (i) improving the safety and security of Michigan’s primary and secondary schools, (ii) ensuring that response agencies are capable of providing appropriate care for special needs populations during an emergency and providing special needs individuals with the knowledge required to sustain themselves when necessary, and (iii) enhancing the work of the regional Citizen Corps programs by bringing community and government leaders together to coordinate the involvement of community members and organizations in emergency preparedness, planning, mitigation, response and recovery.

This committee will focus on the following projects for schools:  School Critical Incident Database (SCID), Community Emergency Response Team for Schools (Teen CERT), and First Responder/Staff Training Pertaining to Schools.  Special Needs projects will include (i) identification of Special Needs populations, (ii) creation of a regional Special Needs Task Force, (iii) a public awareness campaign, and (iv) responder training.  Citizen Corps efforts will include (1) formatting of a Regional Volunteer Management Plan, (ii) a public awareness campaign, (iii) standardization of training and additional specialized training, (iv) USAonWatch programs, and (v) equipment for Citizen Corps groups.

Citizen Corps (which includes CERT, VIPS, MRC, Fire Corps and Neighborhood Watch/USAonWatch programs) was created to help coordinate volunteer activities that will make communities safer, stronger, and better prepared to respond to hazardous situations.  Its mission is to harness the power of every individual through education and outreach, training, and volunteer service.
